The counsel of the Lord - What he has determined shall be done. He determined to make a world, and he made it; to create man, and he created him. He determined that at a certain period God should be manifested in the flesh, and it was so; that he should taste death for every man, and he did so; that his Gospel should be preached in all the world; and behold it has already nearly overrun the whole earth. All his other counsels and thoughts, which refer to the future, shall be accomplished in their times.

The counsel of the Lord - The purpose of the Lord.

Standeth for ever - It will be carried out. It will never be changed. There can be no “superior” counsel or will to change it, as is the case with the plans of men; and no purposes of any beings “inferior” to himself - angels, men, or devils - can affect, defeat, or modify his eternal plans. No changes in human affairs can impede his plans; no opposition can defeat them; no progress can supersede them.

The thoughts of his heart - The things which he has “designed,” or which he intends shall be accomplished.

To all generations - Margin, as in Hebrew, “to generation and generation.” That is, from one generation of men to another; or, to all time. The plans of God are not changed by the passing off of one generation and the coming on of another; by new dynasties of kings, or by the revolutions that may occur in states and empires. Men can seldom cause their plans to be carried forward beyond the generation in which they live; and they can have no security that coming generations, with their own plans, will not abolish or change all that has been devised or purposed before. No man can make it certain that his own will, even in regard to “property,” will be carried out in the generation that succeeds him. No monarch can make it certain that his plans will be perfected by his successors. Schemes devised with the profoundest care and the highest wisdom may be set aside by those who are next in power; and no individual can hope that coming ages will feel sufficient interest in him or his memory to carry on his plans. Who feels now any obligation to carry out the projects of Caesar or Alexander? How long since have all their plans passed away! So it will be with all who are now playing their parts on the earth! But none of these things affect the purposes of Him who will continue to live and to carry out His own designs when all the generations of human beings shall have passed away.

Holy joy is the heart and soul of praise, and that is here pressed upon the righteous. Thankful praise is the breath and language of holy joy. Religious songs are proper expressions of thankful praise. Every endowment we possess, should be employed with all our skill and earnestness in God's service. His promises are all wise and good. His word is right, and therefore we are only in the right when we agree with it. His works are all done in truth. He is the righteous Lord, therefore loveth righteousness. What a pity it is that this earth, which is so full of the proofs and instances of God's goodness, should be so empty of his praises; and that of the multitudes who live upon his bounty, there are so few who live to his glory! What the Lord does, he does to purpose; it stands fast. He overrules all the counsels of men, and makes them serve his counsels; even that is fulfilled, which to us is most surprising, the eternal counsel of God, nor can any thing prevent its coming to pass.

In the professedly Christian world many turn away from the plain teachings of the Bible and build up a creed from human speculations and pleasing fables, and they point to their tower as a way to climb up to heaven. Men hang with admiration upon the lips of eloquence while it teaches that the transgressor shall not die, that salvation may be secured without obedience to the law of God. If the professed followers of Christ would accept God's standard, it would bring them into unity; but so long as human wisdom is exalted above His Holy Word, there will be divisions and dissension. The existing confusion of conflicting creeds and sects is fitly represented by the term “Babylon,” which prophecy (Revelation 14:8; 18:2) applies to the world-loving churches of the last days. Many seek to make a heaven for themselves by obtaining riches and power. They “speak wickedly concerning oppression: they speak loftily” (Psalm 73:8), trampling upon human rights and disregarding divine authority. The proud may be for a time in great power, and may see success in all that they undertake; but in the end they will find only disappointment and wretchedness. PP 124.2

The time of God's investigation is at hand. The Most High will come down to see that which the children of men have builded. His sovereign power will be revealed; the works of human pride will be laid low. “The Lord looketh from heaven; He beholdeth all the sons of men. From the place of His habitation He looketh upon all the inhabitants of the earth.” “The Lord bringeth the counsel of the heathen to nought: He maketh the devices of the people of none effect. The counsel of the Lord standeth forever, the thoughts of His heart to all generations.” Psalm 33:13, 14, 10, 11. PP 124.3
