2. The men of Jericho. The portion of the wall next to Eliashib was rebuilt by the citizens of Jericho. That Jericho was part of the restored Judea is apparent from Ezra 2:34.
Zaccur. The sections of the wall listed seem to have been of varying length, and the amount of labor necessary to restore them seems to have varied also. For some sections the delegation from an entire city was responsible, while, as in the case of Zaccur, a single man or a family took charge of another section. Zaccur was a Levite who later signed a special covenant between the people and God ( 10:12).
