For every beast of the forest is mine - All the beasts that roam at large in the wilderness; all that are untamed and unclaimed by man. The idea is, that even if God “needed” such offerings, he was not dependent on them - for the numberless beasts that roamed at large as his own would yield an ample supply.

And the cattle upon a thousand hills - This may mean either the cattle that roamed by thousands on the hills, or the cattle on numberless hills. The Hebrew will bear either construction. The former is most likely to be the meaning. The allusion is probably to the animals that were pastured in great numbers on the hills, and that were claimed by men. The idea is, that all - whether wild or tame - belonged to God, and he had a right to them, to dispose of them as he pleased. He was not, therefore, in any way dependent on sacrifices. It is a beautiful and impressive thought, that the “property” in all these animals - in all living things on the earth - is in God, and that he has a right to dispose of them as he pleases. What man owns, he owns under God, and has no right to complain when God comes and asserts his superior claim to dispose of it at his pleasure. God has never given to man the absolute proprietorship in “any” thing; nor does he invade our rights when he comes and claims what we possess, or when in any way he removes what is most valuable to us. To obey is better than sacrifice, and to love God and our neighbour better than all burnt-offerings. We are here warned not to rest in these performances. And let us beware of resting in any form. God demands the heart, and how can human inventions please him, when repentance, faith, and holiness are neglected? In the day of distress we must apply to the Lord by fervent prayer. Our troubles, though we see them coming from God's hand, must drive us to him, not drive us from him. We must acknowledge him in all our ways, depend upon his wisdom, power, and goodness, and refer ourselves wholly to him, and so give him glory. Thus must we keep up communion with God; meeting him with prayers under trials, and with praises in deliverances. A believing supplicant shall not only be graciously answered as to his petition, and so have cause for praising God, but shall also have grace to praise him.

By this system of benevolence the Lord sought to teach Israel that in everything He must be first. Thus they were reminded that God was the proprietor of their fields, their flocks, and their herds; that it was He who sent them the sunshine and the rain that developed and ripened the harvest. Everything that they possessed was His; they were but the stewards of His goods. AA 337.1

It is not God's purpose that Christians, whose privileges far exceed those of the Jewish nation, shall give less freely than they gave. “Unto whomsoever much is given,” the Saviour declared, “of him shall be much required.” Luke 12:48. The liberality required of the Hebrews was largely to benefit their own nation; today the work of God extends over all the earth. In the hands of His followers, Christ has placed the treasures of the gospel, and upon them He has laid the responsibility of giving the glad tidings of salvation to the world. Surely our obligations are much greater than were those of ancient Israel. AA 337.2

The instruction is to “lay up for yourselves treasures in heaven.” It is for our own interest that we secure heavenly riches. God is not benefited by our benevolence. The cattle upon a thousand hills are His. “The earth is the Lord's, and the fulness thereof.” Psalm 24:1. But in using the gifts that He has entrusted to our care for the salvation of souls, we transfer our wealth to the treasury of heaven. When we are seeking the glory of God, and hasting unto the day of God, we are colaborers with Christ, and our joy is not a base and fleeting emotion; but it is the joy of our Lord. We are elevated above the corroding, perplexing cares of this frail, fickle world. OHC 195.3

In the Hebrew economy one tenth of the income of the people was set apart to support the public worship of God. Thus Moses declared to Israel: “All the tithe of the land, whether of the seed of the land, or of the fruit of the tree, is the Lord's: it is holy unto the Lord.” “And concerning the tithe of the herd, or of the flock, ... the tenth shall be holy unto the Lord.” Leviticus 27:30, 32. PP 525.1

But the tithing system did not originate with the Hebrews. From the earliest times the Lord claimed a tithe as His, and this claim was recognized and honored. Abraham paid tithes to Melchizedek, the priest of the most high God. Genesis 14:20. Jacob, when at Bethel, an exile and a wanderer, promised the Lord, “Of all that Thou shalt give me I will surely give the tenth unto Thee.” Genesis 28:22. As the Israelites were about to be established as a nation, the law of tithing was reaffirmed as one of the divinely ordained statutes upon obedience to which their prosperity depended. PP 525.2

The system of tithes and offerings was intended to impress the minds of men with a great truth—that God is the source of every blessing to His creatures, and that to Him man's gratitude is due for the good gifts of His providence. PP 525.3

“He giveth to all life, and breath, and all things.” Acts 17:25. The Lord declares, “Every beast of the forest is Mine, and the cattle upon a thousand hills.” Psalm 50:10. “The silver is Mine, and the gold is Mine.” Haggai 2:8. And it is God who gives men power to get wealth. Deuteronomy 8:18. As an acknowledgment that all things came from Him, the Lord directed that a portion of His bounty should be returned to Him in gifts and offerings to sustain His worship. PP 525.4

“The tithe ... is the Lord's.” Here the same form of expression is employed as in the law of the Sabbath. “The seventh day is the Sabbath of the Lord thy God.” Exodus 20:10. God reserved to Himself a specified portion of man's time and of his means, and no man could, without guilt, appropriate either for his own interests. PP 525.5

Those Who Feel Insufficient Will Receive Help—Whatever the position in which God has placed us, whatever our responsibilities or our dangers, we should remember that He has pledged Himself to impart needed grace to the earnest seeker. Those who feel insufficient for their position, and yet accept it because God bids them, relying upon His power and wisdom, will go on from strength to strength. When they enter upon their work, they may have almost everything to learn; but with Christ as a teacher they will become efficient laborers. God does not intrust His work to the worldly wise; for they are too proud to learn. He chooses those who, feeling their deficiencies, seek to be guided by unerring wisdom (The Signs of the Times, September 7, 1882, reprinted in The Review and Herald, November 8, 1887). 2BC 1017.2

Become Sensitive to Little Digressions—There are many whom He has called to positions in His work for the same reason that He called Saul,—because they are little in their own sight, because they have a humble and teachable spirit. In His providence He places them where they may learn of Him. To all who will receive instruction He will impart grace and wisdom. It is His purpose to bring them into so close connection with Himself that Satan shall have no opportunity to pervert their judgment or overpower their conscience. He will reveal to them their defects of character, and bestow upon all who seek His aid, strength to correct their errors. Whatever may be man's besetting sin, whatever bitter or baleful passions struggle for the mastery, he may conquer, if he will watch and war against them in the name and strength of Israel's Helper. The children of God should cultivate a keen sensitiveness to sin. Here, as well as elsewhere, we should not despise the day of small things. It is one of Satan's most successful devices, to lead men to the commission of little sins, to blind the mind to the danger of little indulgences, little digressions from the plainly stated requirements of God. Many who would shrink with horror from some great transgression, are led to look upon sin in little matters as of trifling consequence. But these little sins eat out the life of godliness in the soul. The feet which enter upon a path diverging from the right way are tending toward the broad road that ends in death. When once a retrograde movement begins, no one can tell where it may end.... 2BC 1017.3
