They that see thee - That is, after thou art dead. The scene here changes, and the prophet introduces those who would contemplate the body of the king of Babylon after he should be slain - the passers-by arrested with astonishment, that one so proud and haughty was at last slain, and cast out among the common dead Isaiah 14:19.
Shall narrowly look upon thee - To be certain that they were not deceived. This denotes great astonishment, as if they could scarcely credit the testimony of their senses. It also expresses insult and contempt. They ask whether it is possible that one who so recently shook the kingdoms of the earth should now lie east out as unworthy of a burial.
That made the earth to tremble - That agitated the world by his ambition.
Lucifer in heaven, before his rebellion, was a high and exalted angel, next in honor to God's dear Son. His countenance, like those of the other angels, was mild and expressive of happiness. His forehead was high and broad, showing a powerful intellect. His form was perfect; his bearing noble and majestic. A special light beamed in his countenance and shone around him brighter and more beautiful than around the other angels; yet Christ, God's dear Son, had the pre-eminence over all the angelic host. He was one with the Father before the angels were created. Lucifer was envious of Christ, and gradually assumed command which devolved on Christ alone. SR 13.1
The great Creator assembled the heavenly host, that He might in the presence of all the angels confer special honor upon His Son. The Son was seated on the throne with the Father, and the heavenly throng of holy angels was gathered around them. The Father then made known that it was ordained by Himself that Christ, His Son, should be equal with Himself; so that wherever was the presence of His Son, it was as His own presence. The word of the Son was to be obeyed as readily as the word of the Father. His Son He had invested with authority to command the heavenly host. Especially was His Son to work in union with Himself in the anticipated creation of the earth and every living thing that should exist upon the earth. His Son would carry out His will and His purposes but would do nothing of Himself alone. The Father's will would be fulfilled in Him. SR 13.2

Limited to the earth, he will not have access to other worlds to tempt and annoy those who have never fallen. It is in this sense that he is bound: there are none remaining, upon whom he can exercise his power. The prophet Isaiah, looking forward to the time of Satan's overthrow, exclaims: “How art thou fallen from heaven, O Lucifer, son of the morning! how art thou cut down to the ground, which didst weaken the nations! ... Thou hast said in thine heart, I will ascend into heaven, I will exalt my throne above the stars of God: ... I will be like the Most High. Yet thou shalt be brought down to hell, to the sides of the pit. They that see thee shall narrowly look upon thee, and consider thee, saying, Is this the man that made the earth to tremble, that did shake kingdoms; that made the world as a wilderness, and destroyed the cities thereof; that opened not the house of his prisoners?” Isaiah 14:12-17. For six thousand years, Satan's work of rebellion has “made the earth to tremble.” He has “made the world as a wilderness, and destroyed the cities thereof.” And he “opened not the house of his prisoners.” For six thousand years his prison house has received God's people, and he would have held them captive forever; but Christ has broken his bonds and set the prisoners free. He shall call to the heavens from above, and to the earth, that He may judge His people. Gather My saints together unto Me; those that have made a covenant with Me by sacrifice.
