To the strangers. More freedom is allowed the strangers here than under the Mosaic law. According to the ancient law, strangers were to be treated with kindness (Ex. 22:21; Lev. 19:34; Deut. 1:16; 24:14), allowed to offer sacrifices (Lev. 17:8), to partake of the Passover if circumcised (Ex. 12:48), but it is doubtful that they held unrestricted property rights. Now those who settled permanently were to be given an inheritance in the tribe they dwelt in. It was God’s purpose that the strangers should be drawn to Israel, settle among them, and accept the religion of the true God (see 28, 29).
