The precepts contained in these verses are, for the most part, identical in substance with some of those which follow the Ten Commandments and are recorded in “the Book of the covenant” (Exodus 24:7).
Exodus 34:13
Cut down their groves - This is the first reference to what is commonly known as grove-worship. The original word for “grove” in this connection אשׁרה 'ăshêrāh is different from that so rendered in Genesis 21:33. Our translators supposed that what the law commands is the destruction of groves dedicated to the worship of false deities Judges 6:25; 2 Kings 18:4; but inasmuch as the worship of asherah is found associated with that of Astarte, or Ashtoreth Judges 2:13; Judges 10:6; 1 Samuel 7:4, it seems probable that while Astarte was the personal name of the goddess, the asherah was a symbol of her, probably in some one of her characters, made in wood in some conventional form.
Exodus 34:15-16
An expansion of Exodus 34:12. The unfaithfulness of the nation to its covenant with Yahweh is here for the first time spoken of as a breach of the marriage bond. The metaphor is, in any case, a natural one, but it seems to gain point, if we suppose it to convey an allusion to the abominations connected with pagan worship, such as are spoken of in Numbers 25:1-3.
Exodus 34:21
See Exodus 20:9; Exodus 23:12. There is here added to the commandment a particular caution respecting those times of year when the land calls for most labor. The old verb “to ear” (i. e. to plow) is genuine English.
Exodus 34:24
Neither shall any man desire etc. - Intended to encourage such as might fear the consequences of obeying the divine law in attending to their religious duties. Compare Proverbs 16:7.
God gave direction to the Israelites to assemble before Him at set periods, in the place which He should choose, and observe special days wherein no unnecessary work was to be done, but the time was to be devoted to a consideration of the blessings which He had bestowed upon them. At these special seasons they were to bring gifts, freewill offerings, and thank offerings unto the Lord, according as He had blessed them. The manservant and maidservant, the stranger, the fatherless and widow, were directed to rejoice that God had by His own wonderful power brought them from servile bondage to the enjoyment of freedom. And they were commanded not to appear before the Lord empty. They were to bring tokens of their gratitude to God for His continual mercies and blessings bestowed upon them. These offerings were varied according to the estimate which the donors placed upon the blessings they were privileged to enjoy. Thus the characters of the people were plainly developed. Those who placed a high value upon the blessings which God bestowed upon them brought offerings in accordance with their appreciation of these blessings. Those whose moral powers were stupefied and benumbed by selfishness and idolatrous love of the favors received, rather than inspired by fervent love for their bountiful Benefactor, brought meager offerings. Thus their hearts were revealed. Besides these special religious feast days of gladness and rejoicing, the yearly Passover was to be commemorated by the Jewish nation. The Lord covenanted that if they were faithful in the observance of His requirements, He would bless them in all their increase and in all the work of their hands. 2T 573.1

Read in context »There were three annual assemblies of all Israel for worship at the sanctuary. Exodus 23:14-16. Shiloh was for a time the place of these gatherings; but Jerusalem afterward became the center of the nation's worship, and here the tribes convened for the solemn feasts. PP 537.1
The people were surrounded by fierce, warlike tribes, that were eager to seize upon their lands; yet three times every year all the able-bodied men and all the people who could make the journey were directed to leave their homes and repair to the place of assembly, near the center of the land. What was to hinder their enemies from sweeping down upon those unprotected households, to lay them waste with fire and sword? What was to prevent an invasion of the land, that would bring Israel into captivity to some foreign foe? God had promised to be the protector of His people. “The angel of Jehovah encampeth round about them that fear Him, and delivereth them.” Psalm 34:7 [A.R.V.]. While the Israelites went up to worship, divine power would place a restraint upon their enemies. God's promise was, “I will cast out the nations before thee, and enlarge thy borders: neither shall any man desire thy land, when thou shalt go up to appear before the Lord thy God thrice in the year.” Exodus 34:24. The first of these festivals, the Passover, the feast of unleavened bread, occurred in Abib, the first month of the Jewish year, corresponding to the last of March and the beginning of April. The cold of winter was past, the latter rain had ended, and all nature rejoiced in the freshness and beauty of the springtime. The grass was green on the hills and valleys, and wild flowers everywhere brightened the fields. The moon, now approaching the full, made the evenings delightful. It was the season so beautifully pictured by the sacred singer: PP 537.3
