The four winds of the heaven strove upon the great sea - The idea of strife is taken here from the effects that must be produced, were the east, the west, the north, and the south winds to rise tempestuously, and meet on the surface of the sea. By the great sea, the Mediterranean is meant; and is so called to distinguish it from those lakes called seas by the Hebrews; such as the Sea of Galilee, Dead Sea, Sea of Tiberias, etc.; but even that may refer to Asia, the scene of all these contentions. This dream is the same in meaning, under different emblems, as that of Nebuchadnezzar's metallic image; but in Daniel's dream several circumstances are added. It is supposed that Daniel had this dream about forty-eight years after Nebuchadnezzar had the vision of the great image.

Daniel spake and said - That is, he spake and said in the manner intimated in the previous verse. It was by a record made at the time, and thus he might be said to speak to his own generation and to all future times.

I saw in my vision by night - I beheld in the vision; that is, he saw represented to him the scene which he proceeds to describe. He seemed to see the sea in a tempest, and these monsters come up from it, and the strange succession of events which followed.

And behold, the four winds of the heaven - The winds that blow under the heaven, or that seem to come from the heaven - or the air. Compare Jeremiah 49:36. The number of the winds is here referred to as four as they are now, as blowing mainly from the four quarters of the earth. Nothing is more common now than to designate them in this manner - as the east, the south, the west, the north wind. So the Latins - Eurus, Auster, Zephyrus, Boreas.

Strove - מגיחן megı̂ychân Burst, or rushed forth; seemed to conflict together. The winds burst, rushed from all quarters, and seemed to meet on the sea, throwing it into wild commotion. The Hebrew word (גיח gı̂yach ) means to break or burst forth, as a fountain or stream of waters, Job 40:23; an infant breaking forth from the womb, Job 38:8; a warrior rushing forth to battle, Ezekiel 32:2. Hence, the Chaldean to break forth; to rush forth as the winds. The symbol here would naturally denote some wild commotion among the nations, as if the winds of heaven should rush together in confusion.

Upon the great sea - This expression would properly apply to any great sea or ocean, but it is probable that the one that would occur to Daniel would be the Mediterranean Sea, as that was best known to him and his contemporaries. A heaving ocean - or an ocean tossed with storms - would be a natural emblem to denote a nation, or nations, agitated with internal conflicts, or nations in the midst of revolutions. Among the sacred poets and the prophets, hosts of armies invading a land are compared to overflowing waters, and mighty changes among the nations to the heaving billows of the ocean in a storm. Compare Jeremiah 46:7-8; Jeremiah 47:2; Isaiah 8:7-8; Isaiah 17:12; Isaiah 59:19; Daniel 11:40; Revelation 13:1. The classic reader will be reminded in the description here of the words of Virgil, AEn. I. 82, following:

Ac venti, velut agmine facto

Qua data porta ruunt, et terras turbine perflant.

Incubuere mari, totumque a sedibus imis

Una Eurusque, Notusque ruunt, creberquc procellis.

Africus, et vastos volvunt ad littora fluctus.”

Compare also Ovid, Trist. I. 2,25, following. It was from this agitated sea that the beasts that Daniel saw, representing successive kingdoms, seemed to rise; and the fair interpretation of this part of the symbol is, that there was, or would be, as it appeared in vision to Daniel, commotions among the nations resembling the sea driven by storms, and that from these commotions there would arise successive kingdoms having the characteristics specified by the appearance of the four beasts. We naturally look, in the fulfillment of this, to some state of things in which the nations were agitated and convulsed; in which they struggled against each other, as the winds strove upon the sea; a state of things which preceded the rise of these four successive kingdoms. Without now pretending to determine whether that was the time denoted by this, it is certain that all that is here said would find a counterpart in the period which immediately preceded the reign of Nebuchadnezzar, or the kingdom which he founded and adorned. His rapid and extensive conquests; the agitation of the nations in self-defense, and their wars against one another, would be well denoted by the agitation of the ocean as seen in vision by Daniel. It is true that there have been many other periods of the world to which the image would be applicable, but no one can doubt that it was applicable to this period, and that would be all that would be necessary if the design was to represent a series of kingdoms commencing with that of Nebuchadnezzar.

Verse 2

All Scripture language is to be taken literally, unless there exists some good reason for supposing it to be figurative; and all that is figurative is to be interpreted by that which is literal. That the language here used is symbolic, is evident from verse 17, which reads, “These great beasts, which are four, are four kings which shall arise out of the earth.” And to show that kingdoms are intended, and not merely individual kings, the angel continued, “But the saints of the Most High shall take the kingdom.” And further, in the explanation in verse 23, the angel said, “The fourth beast shall be the fourth kingdom upon the earth.” These beast are therefore symbols of four great kingdoms; and the circumstances under which they arose, and the means by which their elevation was accomplished, as represented in the prophecy, are symbolic also. The symbols introduced are, the four winds, the sea, four great beasts, ten horns, and another horn which had eyes and a mouth, and rose up in war against God and his people. We have now to inquire what they denote.DAR 113.4

Winds, in symbolic language, denote strife, political commotion, and war. Jeremiah 25:31, 32, 33: “Thus saith the Lord of hosts, Behold, evil shall go forth from nation to nation, and a great whirlwind shall be raised up from the coasts of the earth. And the slain of the Lord shall be at that day from one end of the earth even unto the other end of the earth.” Here the prophet speaks of a controversy which the Lord is to have with all nations, when the wicked shall be given to the sword, and the slain of the Lord shall be from one end of the earth to the other; and the strife and commotion which produces all this destruction is called a great whirlwind.DAR 114.1

That winds denote strife and war is further evident from a consideration of the vision itself; for as the result of the striving of the winds, kingdoms arise and fall; and these events are accomplished through political strife.DAR 114.2

The Bible definition of sea, or waters, when used as a symbol, is, peoples, and nations, and tongues. In proof of this, see Revelation 17:15, where it is expressly so declared.DAR 114.3

The definition of the symbol of the four beasts is given to Daniel ere the close of the vision. Verse 17: “These great beasts, which are four, are four kings which shall arise out of the earth.” The field of the vision is thus definitely opened before us.DAR 114.4

This vision contains the same prophetic representations with Nebuchadnezzar's dream. The great sea agitated by the winds, represented the earth and the dwellers on it troubled by ambitious princes and conquerors. The four beasts signified the same four empires, as the four parts of Nebuchadnezzar's image. Mighty conquerors are but instruments of God's vengeance on a guilty world. The savage beast represents the hateful features of their characters. But the dominion given to each has a limit; their wrath shall be made to praise the Lord, and the remainder of it he will restrain.

The germ in the seed grows by the unfolding of the life-principle which God has implanted. Its development depends upon no human power. So it is with the kingdom of Christ. It is a new creation. Its principles of development are the opposite of those that rule the kingdoms of this world. Earthly governments prevail by physical force; they maintain their dominion by war; but the founder of the new kingdom is the Prince of Peace. The Holy Spirit represents worldly kingdoms under the symbol of fierce beasts of prey; but Christ is “the Lamb of God, which taketh away the sin of the world.” John 1:29. In His plan of government there is no employment of brute force to compel the conscience. The Jews looked for the kingdom of God to be established in the same way as the kingdoms of the world. To promote righteousness they resorted to external measures. They devised methods and plans. But Christ implants a principle. By implanting truth and righteousness, He counterworks error and sin. COL 77.1

As Jesus spoke this parable, the mustard plant could be seen far and near, lifting itself above the grass and grain, and waving its branches lightly in the air. Birds flitted from twig to twig, and sang amid the leafy foliage. Yet the seed from which sprang this giant plant was among the least of all seeds. At first it sent up a tender shoot, but it was of strong vitality, and grew and flourished until it reached its present great size. So the kingdom of Christ in its beginning seemed humble and insignificant. Compared with earthly kingdoms it appeared to be the least of all. By the rulers of this world Christ's claim to be a king was ridiculed. Yet in the mighty truths committed to His followers the kingdom of the gospel possessed a divine life. And how rapid was its growth, how widespread its influence! When Christ spoke this parable, there were only a few Galilean peasants to represent the new kingdom. Their poverty, the fewness of their numbers, were urged over and over again as a reason why men should not connect themselves with these simple-minded fishermen who followed Jesus. But the mustard seed was to grow and spread forth its branches throughout the world. When the earthly kingdoms whose glory then filled the hearts of men should perish, the kingdom of Christ would remain, a mighty and far-reaching power. COL 77.2

So the work of grace in the heart is small in its beginning. A word is spoken, a ray of light is shed into the soul, an influence is exerted that is the beginning of the new life; and who can measure its results? COL 78.1

In chapter 13 (verses 1-10) is described another beast, “like unto a leopard,” to which the dragon gave “his power, and his seat, and great authority.” This symbol, as most Protestants have believed, represents the papacy, which succeeded to the power and seat and authority once held by the ancient Roman empire. Of the leopardlike beast it is declared: “There was given unto him a mouth speaking great things and blasphemies.... And he opened his mouth in blasphemy against God, to blaspheme His name, and His tabernacle, and them that dwell in heaven. And it was given unto him to make war with the saints, and to overcome them: and power was given him over all kindreds, and tongues, and nations.” This prophecy, which is nearly identical with the description of the little horn of Daniel 7, unquestionably points to the papacy. GC 439.1

“Power was given unto him to continue forty and two months.” And, says the prophet, “I saw one of his heads as it were wounded to death.” And again: “He that leadeth into captivity shall go into captivity: he that killeth with the sword must be killed with the sword.” The forty and two months are the same as the “time and times and the dividing of time,” three years and a half, or 1260 days, of Daniel 7 - - the time during which the papal power was to oppress God's people. This period, as stated in preceding chapters, began with the supremacy of the papacy, A.D. 538, and terminated in 1798. At that time the pope was made captive by the French army, the papal power received its deadly wound, and the prediction was fulfilled, “He that leadeth into captivity shall go into captivity.” GC 439.2

At this point another symbol is introduced. Says the prophet: “I beheld another beast coming up out of the earth; and he had two horns like a lamb.” Verse 11. Both the appearance of this beast and the manner of its rise indicate that the nation which it represents is unlike those presented under the preceding symbols. The great kingdoms that have ruled the world were presented to the prophet Daniel as beasts of prey, rising when “the four winds of the heaven strove upon the great sea.” Daniel 7:2. In Revelation 17 an angel explained that waters represent “peoples, and multitudes, and nations, and tongues.” Revelation 17:15. Winds are a symbol of strife. The four winds of heaven striving upon the great sea represent the terrible scenes of conquest and revolution by which kingdoms have attained to power. GC 439.3

But the beast with lamblike horns was seen “coming up out of the earth.” Instead of overthrowing other powers to establish itself, the nation thus represented must arise in territory previously unoccupied and grow up gradually and peacefully. It could not, then, arise among the crowded and struggling nationalities of the Old World—that turbulent sea of “peoples, and multitudes, and nations, and tongues.” It must be sought in the Western Continent. GC 440.1

What nation of the New World was in 1798 rising into power, giving promise of strength and greatness, and attracting the attention of the world? The application of the symbol admits of no question. One nation, and only one, meets the specifications of this prophecy; it points unmistakably to the United States of America. Again and again the thought, almost the exact words, of the sacred writer has been unconsciously employed by the orator and the historian in describing the rise and growth of this nation. The beast was seen “coming up out of the earth;” and, according to the translators, the word here rendered “coming up” literally signifies “to grow or spring up as a plant.” And, as we have seen, the nation must arise in territory previously unoccupied. A prominent writer, describing the rise of the United States, speaks of “the mystery of her coming forth from vacancy,“ and says: “Like a silent seed we grew into empire.”—G. A. Townsend, The New World Compared With the Old, page 462. A European journal in 1850 spoke of the United States as a wonderful empire, which was “emerging,” and “amid the silence of the earth daily adding to its power and pride.”—The Dublin Nation. Edward Everett, in an oration on the Pilgrim founders of this nation, said: “Did they look for a retired spot, inoffensive for its obscurity, and safe in its remoteness, where the little church of Leyden might enjoy the freedom of conscience? Behold the mighty regions over which, in peaceful conquest, ... they have borne the banners of the cross!”—Speech delivered at Plymouth, Massachusetts, Dec. 22, 1824, page 11. GC 440.2

“And he had two horns like a lamb.” The lamblike horns indicate youth, innocence, and gentleness, fitly representing the character of the United States when presented to the prophet as “coming up” in 1798. Among the Christian exiles who first fled to America and sought an asylum from royal oppression and priestly intolerance were many who determined to establish a government upon the broad foundation of civil and religious liberty. Their views found place in the Declaration of Independence, which sets forth the great truth that “all men are created equal” and endowed with the inalienable right to “life, liberty, and the pursuit of happiness.” And the Constitution guarantees to the people the right of self-government, providing that representatives elected by the popular vote shall enact and administer the laws. Freedom of religious faith was also granted, every man being permitted to worship God according to the dictates of his conscience. Republicanism and Protestantism became the fundamental principles of the nation. These principles are the secret of its power and prosperity. The oppressed and downtrodden throughout Christendom have turned to this land with interest and hope. Millions have sought its shores, and the United States has risen to a place among the most powerful nations of the earth. GC 441.1
