I have not shunned to declare - Ου υπεϚιλαμην, I have not suppressed or concealed any thing, through fear or favor, that might be beneficial to your souls. This is properly the meaning of the original word. See the note on Acts 20:20.
All the counsel of God - All that God has determined and revealed concerning the salvation of man - the whole doctrine of Christ crucified, with repentance towards God, and faith in Jesus as the Messiah and great atoning Priest. In Isaiah 9:6, Jesus Christ is called the wonderful counsellor, יועץ פלא Pele Poets, which the Septuagint translate μεγαλης βουλης αγγελος· The messenger of the great counsel. To this the apostle may have referred, as we well know that this version was constantly under his eye. Declaring therefore to them the whole counsel of God, πασην την βουλην του Θεου, the whole of that counsel or design of God, was, in effect, declaring the whole that concerned the Lord Jesus, who was the messenger of this counsel.
For - This verse contains a reason for what had been said in the previous verse. It shows why Paul regarded himself as innocent if they should be lost.
I have not shunned - I have not kept back; I have not been deterred by fear, by the desire of popularity, by the fact that the doctrines of the gospel are unpalatable to people, from declaring them fully. The proper meaning of the word translated here, “I have not shunned” ὑπεστειλάμην hupesteilamēnis “to disguise any important truth; to withdraw it from public view; to decline publishing it from fear, or an apprehension of the consequences.” Paul means that he had not disguised any truth; he had not withdrawn or kept it from open view, by any apprehension of the effect which it might have on their minds. Truth may be disguised or kept back: (1)By avoiding the subject altogether from timidity, or from an apprehension of giving offence if it is openly proclaimed; or, (2)By giving it too little prominency, so that it shall be lost in the multitude of other truths; or, (3)By presenting it amidst a web of metaphysical speculations, and entangling it with other subjects; or, (4)By making use of other terms than the Bible does, for the purpose of involving it in a mist, so that it cannot be understood. People may resort to this course: (1)Because the truth itself is unpalatable; (2)Because they may apprehend the loss of reputation or support; (3)Because they may not love the truth them selves, and choose to conceal its prominent and offensive points; (4)Because they may be afraid of the rich, the great, and the frivolous, and apprehend that they shall excite their indignation; and, (5)By a love of metaphysical philosophy, and a constant effort to bring everything to the test of their own reason. People often preach a philosophical explanation of a doctrine instead of the doctrine itself They deserve the credit of ingenuity, but not that of being open and bold proclaimers of the truth of God. All the counsel - πᾶσαν τὴν βουλὴν pasan tēn boulēnThe word “counsel” ( βουλὴ boulē) denotes properly “consolation, deliberation,” and then “will or purpose,” Luke 23:51; Acts 2:23. It means here the will or purpose of God, as revealed in regard to the salvation of people. Paul had made a full statement of that plan of the guilt of people, of the claims of the Law, of the need of a Saviour, of the provisions of mercy, and of the state of future rewards and punishments. Ministers ought to declare all that counsel, because God commands it; because it is needful for the salvation of people; and because the message is not theirs, but God‘s, and they have no right to change, to disguise, or to withhold it. And if it is the duty of ministers to declare that counsel, it is the duty of a people to listen to it with respect and candor, and with a desire to know the truth, and to be saved by it. Declaring the counsel of God will do no good unless it is received into honest and humble hearts, and with a disposition to know what God has revealed for salvation.
Paul sometimes worked night and day, not only for his own support, but that he might assist his fellow laborers. He shared his earnings with Luke, and he helped Timothy. He even suffered hunger at times, that he might relieve the necessities of others. His was an unselfish life. Toward the close of his ministry, on the occasion of his farewell talk to the elders of Ephesus, at Miletus, he could lift up before them his toilworn hands, and say, “I have coveted no man's silver, or gold, or apparel. Yea, ye yourselves know, that these hands have ministered unto my necessities, and to them that were with me. I have showed you all things, how that so laboring ye ought to support the weak, and to remember the words of the Lord Jesus, how He said, It is more blessed to give than to receive.” Acts 20:33-35. AA 352.1
If ministers feel that they are suffering hardship and privation in the cause of Christ, let them in imagination visit the workshop where Paul labored. Let them bear in mind that while this chosen man of God is fashioning the canvas, he is working for bread which he has justly earned by his labors as an apostle. AA 352.2
Work is a blessing, not a curse. A spirit of indolence destroys godliness and grieves the Spirit of God. A stagnant pool is offensive, but a pure, flowing stream spreads health and gladness over the land. Paul knew that those who neglect physical work soon become enfeebled. He desired to teach young ministers that by working with their hands, by bringing into exercise their muscles and sinews, they would become strong to endure the toils and privations that awaited them in the gospel field. And he realized that his own teachings would lack vitality and force if he did not keep all parts of the system properly exercised. AA 352.3

Upon the last evening of his stay the brethren “came together to break bread.” The fact that their beloved teacher was about to depart, had called together a larger company than usual. They assembled in an “upper chamber” on the third story. There, in the fervency of his love and solicitude for them, the apostle preached until midnight. AA 391.2
In one of the open windows sat a youth named Eutychus. In this perilous position he went to sleep and fell to the court below. At once all was alarm and confusion. The youth was taken up dead, and many gathered about him with cries and mourning. But Paul, passing through the frightened company, embraced him and offered up an earnest prayer that God would restore the dead to life. His petition was granted. Above the sound of mourning and lamentation the apostle's voice was heard, saying, “Trouble not yourselves; for his life is in him.” With rejoicing the believers again assembled in the upper chamber. They partook of the Communion, and then Paul “talked a long while, even till break of day.” AA 391.3

It was as a self-supporting missionary that the apostle Paul labored in spreading the knowledge of Christ throughout the world. While daily teaching the gospel in the great cities of Asia and Europe, he wrought at the trade of a craftsman to sustain himself and his companions. His parting words to the elders of Ephesus, showing his manner of labor, have precious lessons for every gospel worker: MH 154.1
“Ye know,” he said, “after what manner I have been with you at all seasons: ... and how I kept back nothing that was profitable unto you, but have showed you, and have taught you publicly, and from house to house....
